Québec's Politique de reconnaissance et de soutien de l'action communautaire (Policy for the Recognition and Support of Community Action or PRSAC) was adopted in July 2001 and made public in September of the same year. The starting point and framework for the implementation assessment were defined by the Policy's own objectives, the most salient points of which are to:
Respect the independence of community action constitutes one of the founding principles of the Policy.
- Harmonize government practices in its relationships with community organizations according to national guidelines;
- Acknowledge, promote and support community action in the broad sense, and more specifically, independent community action;
- Respect the independence of community action in the broad sense, which constitutes one of the founding principles of the Policy;
- Strengthen and increase independent community action organizations and provide access to funding tailored to their characteristics, i.e. support for their overall missions;
- Recognize the diversity of state funding mechanisms.
The results of the Policy assessment are presented in 9 case studies carried out in different areas of application, and a cross-sectional report. All of the results were discussed with key stakeholders. The interpretations and conclusions presented in the report, however, are those of the researchers.
