Social Media Policy – Netiquette
In addition to presenting the latest news about the Scientifique en chef du Québec, social media accounts of the Scientifique en chef are intended as information exchange and sharing platforms. Users are invited to express their views and share information on research. This Social Media Policy – Netiquette aims inform you on how the Scientifique en chef (www.scientifique-en-chef.gouv.qc.ca) interacts with you on social media platforms. It also sets out rules of proper conduct for social media users interested in interacting with the Scientifique en chef and his staff.
The Fonds de recherche du Québec (Fonds de recherche du Québec – Nature et technologies, Fonds de recherche du Québec – Santé, Fonds de recherche du Québec – Société et culture) (FRQ) are jointly and solidarily responsible for the social media accounts of the Scientifique en chef, unless a situation specifically concerns only one of the Fonds de recherche.
Content and Protection of Personal Information
The Scientifique en chef and his staff’s use of social media serves as an extension of the Scientifique en chef’s presence on the Web, offering an alternative way to inform our clientele about our services and about research conducted in Québec. The Scientifique en chef’s social media accounts are public and are not hosted on FRQ servers. Users who choose to interact with the Scientifique en chef and his staff via social media should read the terms of service and privacy policies of these third-party service providers and those of any applications used to access them.

Client Service via Social Media
Your comments are welcome at any time. You can expect to see new content from Monday to Friday, 8:30 a.m. to 4:30 p.m., Eastern Time. However, we understand that the Web is a 24/7 medium. We will reply as quickly as possible to comments made outside of regular office hours.
The FRQ accept no liability in connection with the publications or comments left by users on social media platforms managed by the Scientifique en chef and his staff. These comments or publications will be treated in accordance with the present policy, from Monday to Friday, 8:30 a.m. to 4:30 p.m., Eastern Time, with some exceptions.
Because the servers of social media platforms are managed by a third party, our social media accounts are subject to downtime that may be out of our control. As such, we accept no responsibility for platforms becoming unresponsive or unavailable.
Interaction with other Social Media Accounts
Decisions on the part of the Scientifique en chef and his staff to “follow,” “favourite” or “subscribe” to another social media account does not imply a personal endorsement of the Scientifique en chef of that account, channel, page or site (including its content), and neither does sharing (re-tweeting, reposting or linking to) content from another user. The Scientifique en chef assumes no responsibility for the information found on these sites.
Comments and Interaction
We will read comments and participate in discussions in due time. By participating in a discussion on our social media accounts, you agree to the terms of participation here set out.
As a user, you are responsible for your user name, your comments and any information that you write or publish. We ask that your comments be respectful and relevant considering where they are displayed.
The FRQ reserve the right to remove comments that:
- contain personal or confidential information;
- express racist, xenophobic, hateful, sexist, homophobic, slanderous, discriminatory, abusive, insulting, coarse, offensive, agressive or incite violence or intolerance;
- put forward serious accusations regarding individuals or organizations;
- are obscene, vulgar, pornographic or indecent;
- encourage illegal activity;
- include links to inappropriate websites
- are sent from an anonymous account or under the identity of another person;
- are of a commercial, advertising or promotional nature;
- are written in a language other than French or English or are unintelligible;
- are off-topic messages (not related to the mission of the FRQ), repetitive, too long, confusing or imprecise;
- do not, in our opinion, add to the normal flow of the discussion.
Anyone who breaks these rules may be temporarily or permanently excluded from the dialogue space.
Any comment deemed threatening or contravening public order or the laws and regulations in force will be reported to the competent authorities.
We will exercise due diligence in dealing with inappropriate content during the regular office hours of the FRQ.
We ask you not to communicate personal, confidential or sensitive information via social media, especially if this could cause harm to you or others. For any questions regarding your personal file, please contact the concerned Fonds de recherche program officer directly. In addition, the dissemination of scientific content on social media must respect copyright and intellectual property rights. We ask that you be particularly cautious regarding scientific content that has not yet been published or for which copyright is not yet adequately protected.
The views of users commenting on our social media accounts do not engage the Scientifique en chef du Québec, the Fonds de recherche du Québec, their employees or the Gouvernement du Québec.
Social media platforms are third-party service providers and are not bound by Government of Québec standards for Web accessibility. If you have difficulty accessing content on our social media accounts, please contact the Webmaster. We will try to solve the problem or provide you with the information in a different format. However, it is better to contact the platform’s help centre for more complex question or regarding their terms and conditions.
Many social media platforms have multiple language options and provide instructions on how to set your preferences. The FRQ respect the language laws in effect, and we are committed to ensuring that all of our information is available in French.
Notwithstanding the foregoing, the FRQ may share links directing users to websites whose content is available only in a language other than French.
